I was on this foot bridge when an announcement came on saying, " please get off! this bridge is about to (@*%(*&(*@&(*% and I didn't quite catch the phrase but I went on to the mainland anyway.....

It's because the bridge had to swivel to let the boat pass through the canal. Clever. I've never seen a bridge do that before!
